you should not need to restart apache. there is a 'truncate' mode for
logrotated, which will leave the old inode, I guess. 

Also, 'rotatelogs' should help as well.

/home/zyu/mail$ man -k log|grep rotate 
logrotate (8)  - rotates,compresses, and mails system logs
rotatelogs (8) - rotate Apache logs without having to kill the server

#are talking about multiple log files that are 5GB+
