as far as writing software, X-CD-Roast has never failed me
it's got a nice interface and it's stable

the freshmeat.net appindex listing for it is at:

but as far as scsi, i've never used scsi devices :)
but i can guarantee an adaptec card is one of the best choices
http://www.shopper.com and http://www.pricewatch.com are good places to look
for them though
