Also, some wms (fvwm for sure, others?) have an "edge viscosity"
setting that affects how the mouse pointer acts at the edge of
a virtual desktop. If you set it low, mousing off the edge of
the screen will flip you to the next virtual desktop; set it
high enough and the mouse can't force a desktop switch - you
have to use the pager. It sounds like the behavior you describe
might result from too low a setting for this parameter. For
what it's worth, in .fvwmrc the parameter is called
EdgeResistance.
