If you mean the various modules must be loaded in a particular order,
this is correct, but I thought that this could be accomplished via the
/lib/modules/2.2.1/modules.dep file.  This appears to define module
dependencies, and the video4linux mods are listed there appropriately.

Seems in consistent for kmod to not function properly for all modules. 
I would expect that if the modules are in the right place
(/lib/modules...) then they would be loaded as required by kmod.
