[ale] Debugging a PPP sessino?

Ok,
  I'm convinced that US-West(worst) is WELL BEYOND sucking mud.  My ISDN 
has been disconnected 64 times between 11:30 and 21:00 today.  My moden
reports it get's a hangup, then when it tries to re-dial I get at least 
one failure to redial because:

Aug 18 21:36:27 wally chat[2644]: Failed (NO DIALTONE)

This is an external ISDN TA...  I've only got 2 odd lines in my messages
file:

Aug 18 18:04:29 wally pppd[619]: Unsupported protocol (0x53) received
Aug 18 21:38:46 wally pppd[619]: Unsupported protocol (0x862b) received

Anyone got any good debugging suggestions so I can go after USWest on this
one?  About once a month I go through this for a day, but this month it's
been going on for almost a week.
