I GOT IT!  

After I upgraded isapnp to V 1.17, the thing worked perfectly.  Well,
almost.  I had to dink around with the DMA channels a bit, I wasn't able
to get it to use two channels, but I think I can figure that one out given
time, and full-duplex operation just isn't that important to me, so I will
run it on one channel with 16-bit playback, which is what I had been dying
for.  (Previous card was a SB-Pro, so that only allowed 8-bit, and the
sample rate topped at 44100 for mono, 22050 for stereo, and even when
running at 44100, sounded really bassy)
