[ale] fips for fat32?

I'm helping a friend try to put Linux on a laptop and his stupid
machine won't let him do a manual partition of the hard drive.  The
only way he can install Win95 is via the vendor supplied "recovery"
CD which does an internal partioning scheme that take up the whole
disk.  At one time fips wouldn't work with fat32 partitions I though.
Other than Partition Magic, is there a way to squeeze a partion down
and insert another one on a Win95B system?
