Windows telnets do not seem to set the echo correctly (an advantage in
this scenario).  This is evdient in things like MOOs and Muds.

Normal telnet sees some registers and Enviorment Values to determine
echo.


I was never able to get the variables down correctly, but you can look
from there.  It is potentinal that the "Server" you are connecting to
is retruning "No Echo" but the true destination is echoing.
