drive install problem in linux

Help!

I have a 486 with 2 IDE hard drives on one controller.  The original system 
controller is disabled and I'm using an add-in controller with bios so I can 
utilize 2 large IDE drives.  Drive 0 (master )  has Windows 95 and I'd like 
to put linux on drive 1 ( slave ).  DOS, Windows, and Win 95 see both drives 
just fine.  I even put a 5 mb DOS part on drive D just to make sure it 
works.

How do I get my linux boot/root floppies to see the second drive so I can 
fdisk it?  fdisk /dev/hda or /dev/hdb says "unable to read /dev/hdb".

Any thoughts?
